Value adding by re-purposing open data
SWITCH-ON use the European expertise of the water community to establish a collaborative process for systematically refining open data to higher value. By sharing tailored data, knowledge, development efforts and operational production across Europe, SWITCH-ON re-purpose the data into many different customized products and decision-support tools. This will mobilise the use of environmental data and information among citizens, scientists and entrepreneurs along the information value ladder. The project focus on water and is expected to inspire a much broader environmental and societal knowledge domain and different end-users.

The SWITCH-ON project will act as a showcase on how to increase insights and direct usefulness of open data by following a step-wise chain of information refinement. It is recognized that the recent opening of public sector data and earth observation products has not yet resulted in the expected massive innovations, economic growth and transparent governance, despite the available potential. One reason for this discrepancy is that the data is still often too raw, of unknown quality and in various formats and resolutions. It therefore takes a lot of skill and time to actually use the data. SWITCH-ON will advance the state-of-the-art by using the European expertise of the water community to collaborate on a process for systematically refining open data. By sharing tailored data, knowledge, development efforts and operational production across Europe, SWITCH-ON re-purpose the data into many different customized products and decision-support tools. These steps will both lower the cost compared to developing each product separately, and it increases the quality of each resulting decision-support tool. These are the two main factors that will open up new business opportunities. The project focus on water but with external links to a much broader knowledge domain, with focus on environmental and societal issues in general and many different end-user groups. SWITCH-ON will reach the higher steps of the environmental information-value ladder during the project period by building on existing model systems based on open data and collaborative production.
